The Ministry of Information and Broadcasting (MIB) now requires Multi-System Operators (MSO) planning to offer their programming services, either directly to subscribers or through local cable operators, to register for platform services.
As part of the registration process, applicants have been advised to refer to guidelines for platform services offered by MSOs issued by MIB on November 30, 2022, before filing an application for platform services channels.
The MIB said, “For every MSO, who intends to provide their own programming service, either directly to their own subscribers or through one or more local cable operators, it is mandatory to take registration of platform services from the MIB.”
The applicant is required to apply for registration of their public services channels with MIB on:

The following documents are also required to be uploaded at the time of submission of the online application:
a. Certificate of channel carrying capacity (state-wise) (self-certification).
b. Details of public service channels operated at the state level.
c. Details of public services channels operated at the district level.
d. Filled in MHA security clearance pro forma.
e. Challan copy of payment made on Bharat Kosh Portal for registration of public services channels.
According to the MIB, the payment for the one-time registration fee of Rs 1,000 per public services channel is to be made on the Bharat Kosh portal upon the receipt of the 'Registration fee for PS channels' under the MIB. After payment is successful, details of the challan must be provided at the time of online submission of the application for registration.
