MIB releases SOPs for film and TV production

No shooting activity can take place in containment zones. State governments can impose additional measures in line with local conditions

MIB releases SOPs for film and TV production

The Ministry of Information and Broadcasting (MIB) has issued SOPs (standard operation procedures) to be followed while resuming film and television production. The guidelines were issued in consultation with the Health Ministry and Home Ministry.

While production resumed in certain states, these SOPs are as per international standards. No production activity will be allowed in containment zones, and state governments can impose additional measures in line with local conditions, the guidelines said.

“In the last six months, in many parts of the country, there has been complete closure of this segment of the industry, while a few states have allowed shooting partially. But today, we are issuing this SOP as per international experience and after consultation with the Home Ministry and Health Ministry," said Prakash Javadekar, Union Minister for Information and Broadcasting.

According to the guidelines, social distancing needs to be maintained at all times on the film sets. A minimum number of cast and crew members must be ensured during the shoot. Visitors and audiences will not be allowed.

For outdoor shoots, necessary coordination with local authorities will be ensured to minimise and manage spectators. There must be staggered call and pack-up timings for different production units.

Travel-related guidelines and SOPs issued by the MHA, Ministry of Civil Aviation, Ministry of Railways, state governments, etc., will also be adhered to strictly by production houses. Provisions for temporary isolation of any suspected case must be arranged.

There should be a designated supervisor nominated from among the cast and the crew who will look after the implementation of the guidelines. A record of the medical history, travel history and a check on the health of the cast and crew must also be maintained.

The makeup and hair stylists must wear a PPE or the actors must be encouraged to do their hair and make-up remotely with the help of professionals. Face masks are mandatory for all the people on the set except for the actors who are facing the camera.
