Bimal Julka, IAS assumed charge as Secretary, Ministry of Information & Broadcasting today. He succeeds Uday Kumar Varma who retired on June 30, 2013.

Belonging to the 1979 batch of M.P. cadre, Julka has served at the Centre and State in various capacities. Prior to his appointment as Secretary (I&B), Julka held the post of Special Secretary and Financial Advisor in the Ministry of External Affairs.  He has also served as Additional Secretary and Director General in the Directorate of Currency under the Ministry of Finance.

Julka has also served as Joint Secretary in the Ministry of Defence.  He has also worked in the Ministries of Finance, Civil Aviation, Commerce & HRD in his earlier stints at the Centre.  In Madhya Pradesh Julka has served  as Commissioner, Gwalior, Resident Commissioner, M.P. Bhawan and as Director(Public Relations) in the Directorate of Public Relations, Government of M.P.  He also served as Collector, Guna.

Julka has also undergone several professional training programmes which includes a 39-week training at Queen Elizabeth House at the University of Oxford.

After assuming charge as Secretary (I&B), Julka held a meeting with senior officers of the Ministry.  The officers briefed him on the key initiatives and policies undertaken by the Ministry in the Information, Films and Broadcasting Sectors.
