barcBroadcast Audience Research Council (BARC), which is gearing up to launch the new Television Audience Measurement system in October this year, has announced the Request for Proposal (RFPs) for Design, Quality Control & Analytics yesterday.

Confirming the development with BestMediaInfo.com, Partho Dasgupta, CEO of BARC, said, “Interested vendors can sign the NDA (non-disclosure agreement), post which the copy of the RFP would be given to them. They will need some time to respond with their proposals. BARC will follow due process before announcing the vendor.”

This RFP requires a combination of deep statistical understanding and software and media domain knowledge. Considering the same, BARC may either have a single entity or a group coming together and combining their strengths, Dasgupta said.

The vendor will be responsible for:

(a) Designing the panel, i.e., selection of homes from the pool available after talking all statistical parameters into consideration;

(b) Ensuring the highest standards of quality as per the statistical rules at by the technical committee on the data that comes from the meters, including identification of outliers, identifying compliance issues, identifying any possible cases of sabotage for investigation, randomly selecting the representative panel for reporting, removing dummy homes, etc.;

(c) Applying correct weights and relevant statistical rigour at cell levels to generate the final data for subscribers.

“BARC is also looking at this partner to possibly help design the User Interface,” Dasgupta informed.

According to Dasgupta, BARC now has to announce only one more RFP, for Playout monitoring part, for which it has already received multiple quotes, Dasgupta informed.
